If we're working with a client to provide them with short-run stampings, we would do a design review of the part, submit a quote, and then produce the parts in the quantity desired, whether it's 500 pieces, 1,000, or whatever has been decided on.

We would also determine if we needed to make a laser-cut blank and complete the forming operation, or if we would make a blank tool and then perform the forming operation.
